49 CFR 390.5 Definitions:  
Interstate commerce means trade, traffic, or transportation in the United States --
(b)(1) Between a place in a State and a place outside of such State (including a place outside of the United States);
(b)(2) Between two places in a State through another State or a place outside of the United States; or
(b)(3) Between two places in a State as part of trade, traffic, or transportation originating or terminating outside the State or the United States.

Intrastate commerce means any trade, traffic, or transportation in any State which is not described in the term "interstate commerce."
Interstate Commercial (IRP) - Applications and renewals of International Registration Plan (IRP), International Fuel Tax Agreement, (IFTA), and intrastate credentials

Unified Carrier Registration Program - If you operate a truck or bus in interstate or international commerce or if you offer services as a Freight Forwarder, Broker or Leasing Company and you make arrangements for the transportation of cargo and goods in interstate or international commerce there is a new federal law that applies to your business. The Unified Carrier Registration (UCR) Program requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business and pay an annual fee based on the size of their fleet. This law includes private carriers. It also requires individuals and companies that provide freight forwarding, brokering or leasing services in interstate or international commerce to register their business and pay an annual fee of $39.00.
